Microsoft 365 Business Standard & Business Premium license’s include Power Apps and Power Automate, this allows for your standard users to both build and run custom built Power Apps, and custom automated workflows, but does not give them access to connect to premium connectors such as Dataverse, SQL, Sales Force, Mail Chimp and several more.
To gain access to premium connectors both creators of the app and consumers of the app would need a separate Power Apps license, which at the time of writing (March 2024) is appx £20.00 per user per month. Some other Microsoft core licenses include Power Apps such as some of the E licenses, but it is always useful to check with the team who provides your Microsoft tenancy/existing licenses what licenses you would need if you want to use premium connectors.
