Background 

Max20 deliver end-to-end project solutions across the public sector and healthcare, with a strong focus on NHS programmes. For large-scale initiatives such as Electronic Patient Record (EPR) programmes, NHS England requires Trusts not only to demonstrate delivery, but also to evidence that expected benefits and return on investment (ROI) are being realised — across areas such as patient outcomes, productivity, efficiency, and risk reduction.
Historically, benefits tracking was managed through spreadsheets and manual processes, making it difficult to maintain data quality, consistency, and timely reporting. A more intuitive, secure, and scalable digital solution was required.
Max20 Project Solutions and AT Technical partnered to deliver a Benefits Accelerator Dashboard for Norfolk and Waveney University Hospitals Group (NWUHG). This multi-Trust collaborative needed a single, shared platform to support benefits tracking across organisations, while enabling clear reporting at programme level and reducing the administrative burden on transformation teams.

    Challenge

    NWUHG comprises three acute hospital Trusts, each with its own operational structures and benefits plans, while needing to operate under a single EPR programme framework. The solution had to support both local ownership and collaborative reporting.
    Key challenges included:
    • Consolidating and structuring benefits data from multiple Trusts into a single, consistent system
    • Avoiding dependency on any single organisation’s infrastructure, which would restrict access and collaboration
    • Replacing paper-based and spreadsheet-driven processes that caused delays, data loss, and inconsistent validation
    • Limited internal capacity within the EPR programme to design, build, and support a digital solution
    Without addressing these challenges, it would have been extremely difficult to maintain momentum, consistency, and visibility across Trusts and Directorates, regardless of how strong the underlying benefits strategy was.

    The Solution

      AT Technical designed and delivered a secure, scalable Benefits Dashboard using Microsoft Power Pages and Dataverse as part of the wider Power Platform ecosystem.

      The solution provides a single source of truth for benefits management, supporting the full lifecycle from proposed benefits through to realised and retired outcomes. While the underlying architecture is standardised, the system supports:

      • Role-based access control to protect sensitive data
      • Trust-level ownership of benefits and enablers
      • Programme-level aggregation and reporting
      • Tracking of benefit values, realisation profiles, and change enablers
      • Automated workflows to support governance and review processes

      Power BI dashboards surface live data for stakeholders, enabling transparent reporting and supporting informed decision-making across the collaborative. The platform is hosted independently of individual Trust infrastructure, ensuring equal access and long-term scalability.
